The blue thing on the right looks like a compressor or a gate, the grey thing in the lower left looks like a compressor or limiter and the green-faced things look like something similar.

Oh, you can do plenty. Death Cab did most of their first album out of their dorm room in, I believe, Buchanan Towers. Rudy recorded the vocals in the closet of Nautilus's and Whiddon's room, and most of the engineering as well.

I think the dorms I'm in would be pretty good for recording big, naturally-reverbed stuff. The walls are all cinder block and the floors are all linoleum. Also mostly uninhabited during the day.
